104.00 Role of the Board

As the legally constituted authority for the operation of Kankakee Community College, the Board recognizes its ultimate responsibility for all aspects of the college. Among the specific duties of the Board shall be the following:

1. To interpret or cause to be interpreted the educational and financial needs of the college and the district as they relate to one another, including the periodic reevaluation of these needs.
2. To develop or cause to be developed policies and procedures in accordance with the educational needs of the citizens to be served by the college.
3. To select and employ a chief administrator for the district who shall serve as the executive officer of the Board and provide appropriate leadership for the college.
4. To receive and consider recommendations by individual trustees, regular and special counsel, treasurer, auditor, ad hoc and standing committees of the Board, consultants to the Board, etc.
5. To adopt regulations for the admission of students which are compatible with the regulations of the Illinois Community College Board.
6. To consider and take appropriate action upon the curricular offerings of the college upon the recommendation of the President.
7. To cause to be prepared and to approve the annual budget and all subsequent modifications.
8. To approve the expenditure of all college funds.
9. To consider and take appropriate action on administrative recommendations concerning appointments, retention or dismissal of all college employees and to affix the amounts of their salaries.
10. To serve as a board of appeal for students, employees, and citizens of the district on matters of policy and policy interpretations.
11. To appoint a treasurer who will receive the taxes of the district, and notify tax collectors in writing accordingly.
12. To retain legal counsel.
13. To provide for an annual external independent audit of all funds handled under the supervision of the college.
14. To conduct all elections as provided by law.
15. To provide means for keeping the citizens of the district and appropriate state and federal officials informed of institutional purposes, values, conditions and educational and cultural opportunities provided by the college.
16. To annually reaffirm the college’s mission, vision, core values and philosophy.
17. To perform other duties specified by state statutes.
